Individual consumer – an individual or legal entity who is the owner (co-owner) of real estate, or with the consent of the owner, another person who uses the real estate object and receives housing and communal services for his own needs and with whom or on whose behalf a relevant contract for the provision of housing and communal services has been concluded.

Utility service provider – a business entity that provides a utility service to a consumer in accordance with the terms of the contract.
